bad fuel pump. I plumbed in an old 12V Facet pump I had on-hand and problem went away.
However, the brakes are still self-applying. I know the distribution valves were sticking due to corrosion on the end of the valve stem, but I got that rectified.
I plan to start replacing the brake hoses as this needs to be done anyway.

Randy,
Maybe new hoses will help with self applying but also check out the rear ride hydraulic system because blocked restricters can cause the solenoid fast valve not to release and when the car hits a bump a shock wave travels down the return pipe and causes the brakes to apply.

Working on brakes now. The problem so far has been when the car is sitting.
