Hi there

The drainage pipes of the air intake grill located below the front windscreen is blocked.

This resulted in water leaking into the cabin and weakening the carpets. They are in a frail condition and I am afraid that they might tear.

Is their anything that I can put underneath to make it harder and stronger. Maybe silicone or the black rubber stuff that is sprayed on the back of pick-up trucks.

I would be uncertain that bed-liner would work. It is very close to undercoating and might bleed through and stain your carpet's fiber. Have you tried talking with a "rug merchant"? People who deal in older Persian Rugs maybe helpful. I would be concerned that the cure maybe more expensive then new carpets.
