It is a crank handle cover. It is not Phantom I, 20 HP or 20/25 as they are tear drop shaped. My guess is early 30's Phantom II. I stand to be corrected. | ||

Strange thing is I see them sort of like this on the ones you mention but they're hinged on the side, not at the top so they're missing that top ear/protrusion. (Message approved by david_gore) | ||
