Please I need your help my water tap closes when lower switch is in second position clockwise when it should be full open.

The actuator make a 360 degrees round and close it. In first position correctly leaks, in third position stays closed instead of being full opened.

To get hot air in winter I put the lower switch in second position and after 6 second I put off, so the actuator is stopped in a position the water tap is full open.

What is wrong?
